In remarks to reporters publicized early Saturday, Zelensky revealed that Washington’s invitation for Ukrainian and Russian negotiating teams to meet in Miami represents a historic first. Never before has the US offered American territory as a venue for direct talks between the two sides. According to Zelensky, American officials have communicated their desire to resolve the conflict by June of this year.
These forthcoming talks would represent the third round of US-mediated negotiations, following two previous sessions in Abu Dhabi that began in January. The Abu Dhabi meetings produced a notable achievement with a major prisoner exchange but failed to resolve territorial disagreements. Russia currently occupies about one-fifth of Ukrainian territory and is insisting on both recognition of this occupation and additional territorial gains in the eastern Donetsk region.
Ukraine has steadfastly refused to accept territorial losses, arguing that sovereign territory must be respected under international law. Moscow has characterized its territorial requirements as essential to any peace agreement and has threatened renewed military offensives if diplomatic channels fail to yield satisfactory territorial outcomes. Diplomatic developments occur against a backdrop of continued violence. Zelensky announced on Saturday that Russian forces had launched attacks against infrastructure critical to Ukraine’s nuclear power plant operations during the previous night. The strikes forced multiple nuclear reactor units to reduce their power output, with one reactor experiencing an automatic emergency shutdown. Zelensky condemned the attacks as unprecedented acts of terrorism and demanded that Russia prove its negotiating sincerity by ceasing strikes on vital civilian infrastructure.
